Truman " stamp (Scott Catalog Stamp #1499) or also found as Scott Back of the Book Commemorative Stamp Panel (Scott Catalog #CP15) in its original sealed package and has never been opened. Beginning in 1972, the USPS issued a "Commemorative Panel" of each of its regular and Christmas stamp issues. A Commemorative Panel is an 8.5-inch X 11.25-inch sheet, on printed paper, that describes the stamp issue and usually features unused, unhinged, mint stamps.
